The Department of Internal Affairs (Te Tari Taiwhenua) administers
two community development funding schemes of particular interest
to youth workers and their agencies.
The Youth Worker Training Scheme (YWTS)
The scheme encourages the development of training opportunities
for youth workers. Although a variety of training proposals will
be considered, priority will be given to:
- events which are open to all youth workers in the locality;
and
- training tailored to the needs of youth workers, and that
is appropriate to gender and culture groups which otherwise lack
access to other training funds.
The Community Project Worker Scheme (CPWS)
This scheme gives non-government community-based agencies
the opportunity to employ youth workers to work with young people
(primarily under the age of 25 years) whose needs are not being
adequately met by existing programmes.
The CPWS can provide a salary for a youth worker in a voluntary
organisation. The scheme is administered regionally. Thirty projects
can be funded throughout the country at any one time. Projects
are reviewed annually and generally receive funding for 3 years.
New projects are considered as vacancies arise.
Consideration is given to agencies who have:
- the administrative capacity to support a youth worker;
- an understanding of local youth needs;
- community backing for the project (workers must have credibility
among young people);
- the ability to promote personal and group strength; and
- the ability to develop self reliance amongst the client group.
